Benchmark report 2006 

In November 2005 the government decided there should be a benchmarking of the Danish Defence Intelligence Service (DDIS).  A summary of the benchmark report was published on 17 May 2006.

The benchmarking of DDIS was carried out by a British independent expert, Sir Kevin Tebbit, who has 36 years of service as a civil servant in both the British Ministry of Defence and the British Foreign and Commonwealth Office (FCO). During the course of his career and many positions, Sir Kevin Tebbit has been Permanent under Secretary in the British Ministry of Defence, director of one of Great Britain’s intelligence services and, for a while, a member of the British Joint Intelligence Committee. This has all given him a special knowledge of the type of intelligence activity practised by DDIS.

The report consists of an unclassified part (resume/main highlights) and a classified part. Only the unclassified part of the report was made public in 2006.

Jørn Olesen, the Director of DDIS at the time, had the following comments to the report:

“The general assessment of DDIS in the report is:

  • that Denmark ‘gets value for money’;
  • that a large contribution is made with relatively limited resources;
  • that a degree of professionalism is demonstrated, which is perhaps not always recognized;
  • that DDIS is considered to be one of the European services which deals effectively with the challenges of the times, including the development of the appropriate flexibility and technology.

I am naturally extremely satisfied with this evaluation. It shows that DDIS does a sound and professional job.

At the same time the report points to a series of circumstances where we either can do better or which we should bear in mind when making further developments. Most of these considerations and recommendations are in line with our own observations and ambitions. We are already tackling a number of these situations. Some initiatives will be carried out immediately. Others require dialogue, cooperation and decisions together with other authorities. We will have to look more closely at those.

Not all the proposed initiatives are possible within the existing budgetary limits. We will need to discuss that more closely with the Ministry of Defence.
I have noted that the bench marker finds that intelligence work today is both difficult and especially important for national and collective security. These too are observations with which I entirely agree.

I refer otherwise to the summary. DDIS and its employees should be proud of the messages it contains. They show that we have come a long way and that we are moving in the right direction. However, that naturally does not mean we can rest on our laurels”.
